contemplating ways to set up a church

I was thinking about a church ministry I'd like to see. A friend of mine and his wife live in house called "friendship house". It is an outreach of Hardin Simmons University. Their ministry, along with some house church ministries I know of made me think about a small group ministry that was strategically placed in a city. What would happen if a church had neighborhood "ministry homes?" Homes set up at a set distance appart (1/2 mile to a mile) that ministered to their neighborood in a given community. Each home would host a home group and administer social ministries to the neighborhood.
